Luis has been employed with the County of Riverside Department of Public Social Services since 2014. After a few years learning different programs and working in different units, he landed an assignment with Investigations Division, the law enforcement branch of DPSS. And it was in December 2020, shortly after the Covid-19 pandemic kicked off, that he found his way into his current unit, Investigative Criminal Reports, wherein he was introduced into the world of CLETS. In addition to running CLETS for Social Workers, Luis is also a dispatcher for a specialized team of Investigators who conduct tactical operations relating to Welfare Fraud, Missing Juveniles, EBT skimming and other special assignments.

When he’s not busy running CLETS or tending to the radio, Luis enjoys reading fiction, hiking, lifting weights, watching Kaiju movies with his children, sometimes making (but often buying) fancy coffee for his wife, traveling to places with no WiFi, and avoiding dairy.

Luis serves as the Agency CLETS Coordinator for Investigations Division of Riverside County DPSS and has been attending CCUG seminars since 2021, where he is often mistaken for one of the DOJ’s CLETS Auditors. Luis was elected to the CCUG Board as Secretary for the Southern Chapter for 2026 and is excited to fulfill his duties to the Board and to the CLETS running community at large.
